What was the 199-01 exam?

199-01 was the exam for Riverbed Certified Solutions Professional - WAN Optimization (RCSP-W), the professional-tier credential in Riverbed’s certification programme covering its SteelHead WAN optimization appliances. The exam is retired. More significantly, the technology category itself was largely absorbed: WAN optimization was overtaken by SD-WAN and then by SASE, as cheap bandwidth and cloud-hosted applications removed most of the original problem.

The Problem WAN Optimization Solved

To understand what this credential meant, you need the problem it addressed, because it was a genuine and expensive one.

In the mid-2000s and early 2010s, a typical enterprise ran applications in a central data centre and connected branch offices over private MPLS links. Those links were expensive, often billed per megabit, and they had latency proportional to distance.

That combination produced real pain. Chatty protocols, particularly Windows file sharing over CIFS, performed atrociously over high-latency links because they required many round trips to complete a single operation. TCP itself limited throughput on long links because window sizes constrained how much data could be in flight. And the same data crossed the link repeatedly, since every user opening the same file pulled it across again.

WAN optimization appliances attacked all three:

Data deduplication across the WAN. Appliances at each end kept a dictionary of previously seen byte patterns. When the same data crossed again, only references crossed rather than the data. For repetitive traffic this could produce very large reductions.

Protocol optimisation. The appliances understood chatty protocols such as CIFS and MAPI and reduced the round trips, frequently by predicting and prefetching.

TCP optimisation. Adjusting window behaviour to fill high-latency links properly.

Compression and caching on top.

The results could be dramatic, and organisations bought these appliances in volume. Riverbed’s SteelHead line was the market leader.

The Riverbed Programme

Riverbed structured its certifications in tiers: RCSA at associate level, RCSP at professional level, and RCSE at expert level, with tracks specialising in particular product areas.

199-01 was the professional-tier WAN optimization exam, which is why the credential carries the RCSP-W designation. The companion code 201-01 sits in the same RCSP family; no authoritative page survives for its exact title, so this page does not assert one.

Riverbed renamed its portfolio to the “Steel” family in 2014, giving SteelHead for WAN optimization, SteelCentral for monitoring, and SteelFusion for branch converged infrastructure.

Why the Category Faded

This is the honest story, and it is more interesting than a simple product retirement.

WAN optimization did not fail technically. It was undone by changes in the environment around it:

Bandwidth got cheap. The core economic argument was that optimising an expensive link beat buying more of it. As broadband and later fibre costs fell, buying more bandwidth frequently became cheaper than buying appliances plus their support contracts.

SD-WAN arrived. Software-defined WAN let organisations use cheap internet links intelligently, steering traffic across multiple connections by policy. Many SD-WAN products absorbed optimization features directly, which turned a standalone product category into a feature.

Applications moved to the cloud. This was decisive. WAN optimization assumed traffic flowed from branch to central data centre, with an appliance you controlled at each end. When applications moved to SaaS, traffic went from the branch straight to the internet, and there was no far-end appliance to pair with.

Encryption everywhere. Pervasive TLS made it harder to inspect and optimise traffic without terminating encryption, which many organisations were unwilling to do.

SASE then consolidated networking and security into cloud-delivered services, which is where the branch connectivity conversation now sits.

Riverbed itself continued, pivoting toward observability and application performance monitoring. The company went through Chapter 11 restructuring in 2021 and emerged under new ownership.

What This Credential Is Worth Today

As a current certification, it is retired, and the category it covered has largely been absorbed.

As evidence of network engineering capability, it is better than the category’s fate suggests, because doing this work well required genuinely understanding networks.

What transferred:

The protocol-level understanding is the durable asset. Knowing why a chatty protocol performs badly over a high-latency link, and being able to reason about round trips rather than just bandwidth, is exactly the knowledge that explains modern application performance problems. Latency remains the constraint people most often misdiagnose as bandwidth.

TCP behaviour knowledge, windows, congestion control, and the bandwidth-delay product, applies directly to cloud and wide-area performance work and is not widely held.

The measurement discipline transfers. WAN optimization deployments were justified on measured before-and-after performance, which taught a habit of quantifying improvement rather than asserting it.

What dated: the SteelHead product specifics, the appliance-pair deployment model, and the assumption that traffic flows to a data centre you control.

How to present it. Describing the capability travels better than the product name, since many readers will not recognise SteelHead: WAN and application performance optimisation, protocol-level troubleshooting, and network performance analysis. If you are targeting SD-WAN, SASE, or network performance roles, that framing makes the relevance immediate.

If you stayed in networking, SD-WAN and SASE are the direct descendants of this work, and vendors in that space certify actively. Your understanding of why optimisation worked is genuinely useful for evaluating what those products actually deliver.

If you moved toward observability, Riverbed’s own pivot mirrors a broader one, and the measurement instincts from optimization work apply well to application performance monitoring.

If you moved to cloud infrastructure, latency and protocol reasoning is undervalued and frequently absent. Understanding round trips explains a great deal about why distributed systems are slow, and that understanding is harder to acquire than familiarity with any particular tool.
